Mr. Greville Janner

asked the Secretary of State for Foreign and Commonwealth Affairs whether all Heads of State attending the Commonwealth Prime Ministers' Conference in June will enjoy diplomatic immunity.

Mr. Tomlinson

Those Heads of State who do attend the Commonwealth Prime Ministers' Meeting will enjoy the immunity that is customarily accorded under international law; this corresponds substantially with that enjoyed by diplomats.

The Diplomatic Immunities (Conferences with Commonwealth Countries and Republic of Ireland) Act 1961 allows the same immunities as would be accorded to the staff of a diplomatic envoy to be accorded to the official staffs of representatives attending the Commonwealth Prime Ministers' Meeting.
