asked the Minister of Agriculture, Fisheries and Food if he will estimate the effect on agricultural prices in the United Kingdom, France and Germany, respectively, in the event of dispensing with green currencies.

51. Mr. Gould

asked the Minister of Agriculture, Fisheries and Food what would be the effect on the operation of the common agricultural policy of the abolition of green rates.

If green rates of exchange were now brought completely into line with the market rates against the unit of account used for the calculation of monetary compensatory amounts, the percentage effect on Community agricultural support prices in the member States would be:

Germany -9.3
Benelux -1.4
France +17.7
Italy +22.6
Ireland +11.9
United Kingdom +36.2
The average level of effective support prices in the Community would be significantly increased and it would be more difficult to deal with any problems of structural surplus. The sudden movement in internal agricultural price support levels would also cause serious problems for some countries. It is difficult to see how in these circumstances agreement on common prices for 1977 –78 could be reached.
