Local authority lending for house purchase was not subject to expenditure limits during 1974–75 and 1975–76, except that, in June 1975, local authorities were required to restrict lending in that year to 50 per cent. of expenditure in 1974–75. By then, however, many local authorities had already exceeded the new limits.

The following table shows actual expenditure on house purchase loans made to district councils in Yorkshire and Humberside during 1974–75 and 1975–76, where this has been reported by local authorities, and the allocations made by the Department for 1976–77 and 1977–78. The allocations for 1977–78 are shown as a combination of direct lending and building society replacement lending, and, separately, the amount included for direct lending. The allocations for direct lending in 1977–78 include provision for house improvement loans which have not previously been within the controlled category of expenditure.
