Mr. Patrick Jenkin

asked the Secretary of State for Social Services what proposals he has in mind to replace the saving to the National Health Service of £40 million in a full year which would have been achieved by his proposal, now abandoned, for a levy on motor insurance policies.

I have proposed that savings of about £1½ million, at 1976 survey prices, should be made in the centrally financed health services during 1977–78. The remainder of the savings lost in that and later years will be found from within the planned levels of total public expenditure indicated in the White Paper (Cmnd. 6721).
