§ Mr. Clemitsonasked the Secretary of State for the Home Department when he expects to make an order bringing into effect Section 69 of the Children Act 1975 and an order under that section prescribing the conditions which must be satisfied before a court can commit a young person to a remand centre or prison on the grounds that he is too unruly to be safely committed to the care of a local authority.
