§ Mr. BennI have arranged for copies to be placed today in the Libraries of both Houses, and I hope that general publication will follow shortly. It provides a thorough analysis of facts and issues involved, and makes various recommendations aimed at reducing still further the number of incidents. In so far as these would involve action by the Government, we are considering them and shall announce our response as soon as possible.
