asked the Secretary of State for Transport what is regarded as a reasonable cause for deciding whether or not the Driver and Vehicle Licensing Centre at Swansea shall provide a member of the public with the name and address of the owner of a vehicle; how many such requests are received in a year; how many are refused; and how long it should take to refund the applicant's money where the request is refused.

The centre is receiving requests at the rate of some 50,000 a year. About one in four is refused, in which case the inquirer's remittance is returned, together with a standard letter, usually within five working days. In view of its length I will write to the hon. Member to give him our working definition of "unreasonable cause".
