asked Her Majesty's Government:

  1. (i) the names of the persons comprising the Working Party which produced the excellent Manpower Services Commission document Young People and Work dated May 1977, and
  2. (ii) whether they could persuade the Manpower Services Commission always to provide the names of persons producing documents which are generally distributed.

The Working Party which produced the documentYoung People and Work was chaired by Mr. G. Holland, Head of Policy and Planning at the Office of the Manpower Services Commission. The Confederation of British Industry was represented by Mr. M. Ipe, the Trades Union Congress by Mr. J. Monks, and the Institute of Careers Officers by Mr. R. Hurst. The Working Party also included officials of the Depart- ment of Employment, the Department of Education and Science, Her Majesty's Inspectorate of Schools, the Home Office, the Scottish Education Department, the Employment Service Agency, and the Training Services Agency. The publication of the names of those responsible for documents produced by the Manpower Services Commission is a matter for the Commission itself, but I have no doubt that the Commission will take note of the noble Lord's suggestion.
