Mr. Arthur Lewis

asked the Secretary of State for Transport whether, in the light of the statement in the annual report by the Metropolitan Commissioner of Police that further road traffic laws will be difficult to enforce, he will now refrain from introducing legislation to enforce the wearing of seat belts.

Mr. William Rodgers

I understand that in his report the Commissioner was referring to the need to relate the introduction of traffic restraint and environmental measures to the capacity of the police to enforce them and the availability of alternative routes to absorb displaced traffic. The issue of seat belts does not appear to arise.
