asked the Secretary of State for the Environment when he intends to issue formal guidance to Oldham Metropolitan District Council on the amounts to be allocated by it to new council house building, lending to housing associations and buying land in 1977–78.

Estimates in respect of these programmes were recently supplied by the local authorities and are currently under review. Cash allocations cannot be made until that review is complete. Meanwhile, local authorities can and should get on with their new house building schemes in accordance with programmes already notified to them or, where appropriate, apply for loan sanctions for transactions to proceed.
