§ Baroness BIRKLady Sharp's Report is being published today together with a White Paper by my right honourable friends the Secretary of State for the Environment and the Secretary of State for Defence containing the Government's views. Copies of both documents have been placed in the Library and I am sending copies to the noble Lord.
