asked the Secretary of State for Employment what has caused the lengthy delay in establishing a skill-centre in Telford New Town.

Mr. Golding

The Manpower Services Commission informs me that agreement on the terms for leasing the premises for a skillcentre annexe at Telford New Town was reached in November 1976. A firm, detailed brief of requirements could not be made until February 1977, because of the belated withdrawal of an offer by an outside firm to provide catering facilities. Work has since proceeded at maximum speed, but substantial installations and adaptations have to be designed and effected. Every effort is being made to enable training to start by September 1978.
