Mr. Wigley

asked the Minister for the Civil Service (1) on what date the review of the reckoning of war service for pension purposes for Her Majesty's inspectors of schools was initiated; and on what date he hopes an announcement can be made;

(2) in what way the incomes policy of the Government has constrained or delayed consideration of war service for pension purposes for Her Majesty's inspectors of schools.

Her Majesty's inspectors of schools are pensionable under the Civil Service pension scheme on transfer from the teachers' scheme. The question of allowing war service to reckon for those who transferred from teaching before 1st September 1974 was considered and rejected in 1974.

No review limited to this specific question is in progress but the more general question of the reckoning of war service for all transferees from the public services has been under review by the responsible Departments following the gradual extension of reckonability to some of the other public service schemes. The need to reconsider the position of transferees from the teachers' scheme has not been overlooked in this context. Since there were no meaningful negotiations in existence at the time of the introduction of the incomes policy no final decision can at present be reached and I cannot predict when this may become possible.
