asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the practical effects of transferring passports from the Royal Prerogative to Parliament.

No. I do not consider that a useful purpose would be served by such a statement. If the issue of United Kingdom passports were to be regulated by an Act of Parliament, rather than by the Royal Prerogative, the practical effects of such a change would depend on the terms of the Act. Her Majesty's Government have consistently expressed their concern that Parliament shall have the opportunity to express its views on such matters under the present arrangements.
