Mr. Hooley

asked the Secretary of State for Education and Science what arrangements are envisaged to replace the "pooling" system for the financing of higher and further education and teacher training in the local authority sector; and if she will make a statement.

Mr. Oakes

The management and finance of higher education in the maintained sector is currently being considered by a working group under my chairmanship. No decision has been reached about the present arrangements for pooling, but any recommendations the group may make would be the subject of consultation with the bodies concerned before the Government made any change.
