asked the Secretary of State for the Environment if he can yet indicate the likely implementation date of Section 30(1)(b) and 30(3)(a) of the Control of Pollution Act 1974.

Section 30 was implemented on 1st January 1976. However, it applies only to those provisions under Part I of the Act which are in force.
