asked the Secretary of State for Foreign and Commonwealth Affairs whether the fact that the administrative capital of the Bechuanaland Protectorate was at Mafeking in Cape Province, South Africa, up to February 1965 was ever regarded by Her Majesty's Government as an indication that the Protectorate was part of the Union, like the Republic of South Africa.

No. The Bechuanaland Protectorate was never regarded as part of the Union of South Africa. Mafeking was its administrative headquarters until 1965 for convenience only.
