asked the Secretary of State for Foreign and Commonwealth Affairs what action he has taken on the report sent to him by the French Government that Angel Dalmau Fernandes at the Cuban Embassy is a member of the Cuban equivalent of the KGB, that he has contacts with the terrorist known as Carlos, and has been in regular contact with Carlos's London banker Nzdia Tobon; and whether he will now declare Sr. Fernandes persona non grata.

We have received no such report. Mr. Dalmau left this country at the end of his tour of duty in September 1976.
