§ 8. Mr. Tebbitasked the Secretary of State for Foreign and Commonwealth Affairs upon what criteria he bases his policies concerning the manner in which Her Majesty's Government pursue the objective of the attainment of human right in foreign countries.
§ Mr. LuardHer Majesty's Government are guided by the standards set in the Universal Declaration of Human Rights, the International Covenants and the European Convention as well as our own judgment of the standards of attainment in this field that it is legitimate to demand of civilised nations.
