§ Mr. MillanYes. The present legislation in Scotland concerning the provision of rate relief for the disabled is unsatisfactory in that it is difficult to administer and uncertain in its effects and the Government propose to take an early opportunity to introduce legislation to improve the situation. I have in mind for Scotland a scheme which would afford relief by way of rebate on the rate bill instead of by a reduction in rateable value, and which would define more clearly the circumstances in which entitlement to relief will arise. There may, however, be some differences between the Scottish schemes and that for England and Wales

I am consulting the Convention of Scottish Local Authorities about the proposed Scottish scheme and I will also seek the views of those concerned with the problems of the disabled.
