asked the Secretary of State for Social Services what arrangements exist for the provision of adequate funds for the regional health authorities to build whatever hospitals and other facilities may be needed in cases of movement of large numbers of people to new towns, instead of these funds having to be provided at the expense of people already living in the region.

Mr. Moyle

The arrangements for allocating capital resources to health authorities take into account the projected future populations of the localities concerned. Account has also to be taken, within the limited capital resources available, of the commitments flowing from development contracts which have already been let. In determining priori- ties for capital development, health authorities pay full regard to the needs of both existing and new populations.
