Ian Paisleyasked the Secretary of State for Northern Ireland why citizens of Northern Ireland whose jobs take them for a period into the Republic of Ireland are denied educational benefits for their families remaining in Northern Ireland and studying there, while some children of citizens of the Republic of Ireland receive such educational grants.
§ Mr. CarterEducational scholarships and awards are not normally available from the Area Education and Library Boards or the Northern Ireland Department of Education unless the child in question is ordinarily resident in Northern Ireland, and this rule applies irrespective of the nationality of the child's parents. If a child is resident in Northern Ireland solely or mainly for the purpose of receiving education this is not regarded as establishing ordinary residence. However, temporary residence in the Republic of Ireland would not necessarily prevent a grant being paid.
