§ Mrs. Shirley WilliamsLast year the Schools Council submitted a proposal that a common system of examining at 16+ should replace the present CSE and GCE O-level examinations. I have appointed a steering committee, under the Chairmanship of Sir James Waddell, to oversee an intensive and systematic study of the outstanding administrative and educational problems connected with the proposal.
