HL Deb 25 July 1977 vol 386 c855WA
Lord FERRIER

asked Her Majesty's Government:

Whether they are satisfied that the Council for Professions Supplementary to Medicine, when rejecting an application for registration under the 1960 Act submitted by a registered paramedical association, can refuse to give its reasons for so doing; and if so, whether such a refusal seems to them acceptable.

Lord WELLS-PESTELL

The Council for Professions Supplementary to Medicine is not obliged to give reasons for deciding not to exercise its powers under Section 10

1970 1971 1972 1973 1974 1975 1976
Number of applications refused 320 377 523 498 536 477 450
*Reasons for refusal:
(a) Failure to meet statutory residential requirements, etc. 180 184 227 239 343 277 191
(b) Failure to meet requirements as to character (criminal record, bankruptcy, insolvency, dubious business or other record, deception, etc.) 108 140 186 149 102 68 126
(c)Failure to meet language requirements 29 42 61 40 56 51 49
(d) Failure to meet requirements as to future residential intentions 38 35 72 69 28 75 112
(e) Other reasons 1 35 16 7 6 11
*An application may be refused for more than one reason. The number of people refused in any one year will therefore not necessarily agree with the total of reasons for that year.

The cost of processing applications for the years 1970 to 1973 is not available. For the last three financial years the average cost of processing an application, whether successful or not, and including all enquiries, has been:

1974/75 £80
1975/76 £107
1976/77 £126
