§ Mr. MoyleNo. My Department advises regions and areas of ministerial views on which services should enjoy priority for development. It is then for regions and areas to plan services in the light of local circumstances and national priorities. The consultative document "Priorities for Health and Personal Social Services in England" recognised the importance of improving standards of special and intensive care for the newborn.
