§ Mr. Guy BarnettYes. The special claims of all areas are taken into account in considering the allocation of available resources. In particular, where a county faces an undue financial burden to meet the expenditure needs of a new town, the development corporation can make a contribution to mitigate this, using powers under Section 3(3) of the New Towns Act 1965.
