§ Mr. John MorrisA large number of schemes were discussed informally with local authorities in order to establish their eligibility for fund assistance. Only those schemes which failed to meet the current criteria of eligibility were subsequently not proceeded with. Details of the schemes could only be obtained at disproportionate cost.
