Mr. Grocott

asked the Secretary of State for Foreign and Commonwealth Affairs with which member States of the United Nations Organisation Great Britain does not have full diplomatic relations.

Mr. Luard

The member States of the United Nations with whom the United Kingdom has no diplomatic relations are:

  • Albania Angola
  • Bhutan
  • Comoro
  • Islands
  • Guatemala
  • Sao Toméand Principe
  • Uganda.

The term "full diplomatic relations" is open to a number of interpretations. The United Kingdom is in diplomatic relations with the following member States of the United Nations in which, however, our senior representative is not at present an accredited ambassador or high commissioner:

  • Argentina
  • Central African Empire
  • Chile
  • Gabon
  • People's Democratic Republic of Yemen.

Additionally, although we have opened diplomatic relations with Democratic Kampuchea (Cambodia), an exchange of diplomatic representatives has not yet taken place.
