asked the Chancellor of the Exchequer, in view of his statement of 15th July, whether he will clarify the position as regards a pay settlement due before 31st July 1977 which is deferred in order to secure an advantage.

No negotiating group should attempt to defer a settlement due before 31st July 1977 in the hope of receiving a higher increase after 1st August. Any group doing so would be seeking to secure an unfair advantage over the rest of the population who have settled within the current policy. It would also be in breach of the TUC guidance which is reproduced as Annex A of the White Paper "The Attack on Inflation" (Cmnd. 6882). That guidance constitutes the pay limits for the purposes of Section 1 of the Remuneration, Charges and Grants Act 1975.
