Q27. Mr. Hooley

asked the Prime Minister what action the Government propose to take to follow up the decisions of the Downing Street Summit and the Commonwealth Heads of Government meeting so far as developing countries are concerned.

The Prime Minister

The countries attending the Downing Street Summit agreed to do all in their power by means of trade, aid and finance to help the developing countries towards a just share in the sustained growth of the world economy. In their final communique the Commonwealth Heads of Government outlined a number of ways in which the Commonwealth intends to promote economic and social development among its poorer members. We are playing our part in implementing the specific proposals which were made for international action, to the fullest extent possible having regard to the pace of the United Kingdom's economic recovery. For instance, agreement has been reached at CIEC that a Common Fund should be established and that there should be a "Special Action" programme of aid to individual low income countries.
