asked the Secretary of State for Social Services what advice his Department has given to local authorities where a parent is contributing to his Children's upkeep in the care of the local authority, but unable to claim child benefit.

The assessment of parental contributions in respect of a child in care is a matter for local authorities. My Department wrote to all local authorities in October 1976 describing in detail the special child benefit rules relating to children in care, making it plain that child benefit generally ceases to be payable after a child has been in care for eight weeks.
