§ Mr. Joel BarnettA general increase in the school meals subsidy would have benefited only children at school. The Government therefore chose to help families generally by increasing child benefit, which is paid in respect of all children to mothers, who can disburse it in a manner which they regard as most beneficial to the welfare of the child.
