§ Mr. Guy BarnettOf the total needs element of rate support grant paid to local authorities in England and Wales under the main order for 1975–76, 39 per cent. was distributed by reference to education factors; the corresponding figure for 1977–78 was 41.9 per cent. Factors for the number of school and further education pupils will reflect expenditure needs for other services than education as well as education itself.
