§ Mr. GoldingAbout 80 per cent. of local education authorities employ, on either a full- or part-time basis, careers officers who have a special responsibility for handicapped young people. It is wholly within the discretion of authorities to choose whether to appoint specialist officers for this purpose or to arrange for the duties to be shared between their careers officers.
