§ Mr. Richard Wainwrightasked the Secretary of State for Transport (1) what rules he has laid down for guidance of local traffic commissioners in considering applications for increases in bus fares; and when these rules were framed;
(2) what criteria are used by local traffic commissioners in considering applications for increases in bus fares.
§ Mr. HoramThe Secretary of State has no power to lay down such rules. The traffic commissioners are independent bodies with discretionary powers under Section 135 of the Road Traffic Act 1960 to attach conditions to road service licences to ensure that bus fares are not unreasonable. My right hon. Friend cannot intervene in their decisions, except in relation to a properly constituted appeal.
