§ Mr. Ralph Howellasked the Chancellor of the Exchequer if he will publish a table showing the net income after tax, national insurance contribution and family allowance or child benefit of a married couple with two children and a married couple with four children as a percentage of the net income of a single person in 1960–61 and in 1977–78. 571W assuming earnings equal to 50 per cent. and 100 per cent. of average male manual earnings in each case.

For 1960–61 average earnings are taken from the Department of Employment's survey in April 1960 of the average earnings of full-time adult male manual workers. For 1977–78 the April 1976 New Earnings Survey estimate of the average earnings of similar workers has been updated to April 1977 by the monthly index of average earnings. The figures for 1977–78 assume the full implementation of the Budget proposals.

Net weekly income is gross earnings plus family allowance or child benefit less income tax and national insurance contributions. For April 1977 the figures assume full implementation of the Budget proposals.
