§ The Prime MinisterMy right hon. Friend the Secretary of State for Education and Science and my right hon. and learned Friend the Secretary of State for Wales have now concluded the consultations and discussions which they set in hand last October after my speech at Ruskin College. Following these discussions, in which I have taken a close interest, a Green Paper will be published shortly.
