Mr. Carson

asked the Secretary of State for Northern Ireland (1) what is the meaning of the "United Kingdom Eyes Only" classification used in the Northern Ireland Office and British Army; and if material coded this way is of a higher security classification that "Top Secret";

(2) if Northern Ireland-born officials in the Northern Ireland Office have access to" United Kingdom Eyes Only" papers;

(3) if members of the RUC, RUC Reserve and UDR have access to "United Kingdom Eyes Only" papers.

The term "United Kingdom Eyes Only "is not a security classification; it is one of a number of restrictive markings. Such markings can be applied to documents of any classification to reinforce the need to know principle, which underlies our security procedures. For obvious reasons it would be undesirable to disclose the range and purpose of these restrictive markings.
