§ Mr. Arnoldasked the Secretary of State for the Environment whether, in the cases of the Town and Country Planning Acts and Highways Acts, he will now follow the precedent of the Civil Aviation Act 1971 and issue policy guidelines in the form of a Statutory Instrument.
