§ Q22. Mr. Michael Lathamasked the Prime Minister whether, pursuant to his answers to the hon. Members for Eastbourne (Mr. Gow) and Moray and Nairn (Mrs. Ewing) on 13th December, Official Report, c. 509–10, he will now give details of the criteria under which he will decide whether a Cabinet Minister has made a speech in a personal capacity at a party political occasion, following which he wishes to disclaim ministerial responsibility for answering Questions about such speeches.
