§ Mr. Rees-Daviesasked the Secretary of State for Foreign and Commonwealth Affairs whether he will place in the Library a copy of the Report by the Council of Europe on the breaches of the Declaration of Human Rights arising from acts perpetrated in Cyprus.
§ Dr. OwenThe European Human Rights Commission's report on the case of Cyprus v. Turkey has been circulated to the member Governments of the Council of Europe in confidence. Under Council of Europe procedures, the report has now to be considered by the Committee of Ministers, who will also take a decision on whether, and if so when, the report should be published. I cannot anticipate the Committee of Minister's decision on this point.
