§ Mr. RowlandsThe Conference Chairman, Mr. Richard, has just begun his second round of consultations in Africa with all the parties concerned. He will be presenting in a more precise form Her Majesty's Government's ideas on a possible structure for a transitional Government, which he discussed in general terms during his first round of consultations, and a decision about the reconvening of the Conference will be taken in the light of this.
