§ Mr. HoramRecall campaigns are entirely the responsibility of manufacturers, although I will advise them where evidence brought to my attention seems to warrant it. Under voluntary arrangements set up in September 1974 I receive notification where it is proposed to take such action, but I do not receive reports on it. I doubt whether in the nature of things recall campaigns can remain secret for long.
