§ Mr. William RodgersThe continued centralisation, from local authorities, of driver and vehicle licensing under the Vehicle and Driving Licences Act 1969 accounted for 1,394 of the increase of 3,398 non-industrial and industrial staff in the then Department of the Environment between 1st January 1975 and 1st January 1976.
