§ Mrs. Shirley WilliamsThe operation of cash limits has served to emphasise the need for strict and effective budgeting in all aspects of the work of the Paymaster-General's Office. It is, however, not possible to attribute directly any particular variation in numbers or location of staff to this method of financial control. Owing to increased efficiency, the original manpower ceiling for April 1977 has been reduced.
