§ The Prime MinisterThe question of import substitution affects the responsibilities of a number of Ministers besides the Secretary of State for Trade—particularly in the fields of agriculture, energy and manufacturing industry—and it would not therefore be appropriate to give responsibility to one Minister for all aspects of policy.
