§ Mr. Merlyn ReesAny proposals to introduce a form of union membership agreement into the Home Office would need to be considered in the context of the Civil Service as a whole. In the case of industrial civil servants, I understand that a request to negotiate such an agreement has been made by the Trade Union Side of the Joint Co-ordinating Committee for Government Industrial Establishments.
