§ Mr. HattersleyI have today formally asked the National Consumer Council to consider and report, whilst having regard to the effects on cost, on the desirability of and scope for the greater involvement of tenants in the repair, maintenance and improvement of council housing, particularly through the medium of tenants associations as representatives of the consumer interest.
