The Prime Minister

No. The Royal Commission was set up to consider questions affecting the legal profession and the provision of legal services, not the allocation of ministerial responsibilities. But no doubt the Royal Commission will feel itself free to comment on any aspect of ministerial responsibility which has a direct effect on the matters within its terms of reference.
