Q11. Mr. Michael Latham

asked the Prime Minister whether, pursuant to his reply to the hon. Member for Melton on 27th January, in which he stated that he would judge each such occasion on its merits, he will outline the specific criteria that led him to decide that the public speech by the Secretary of State for Energy in Sunderland on 4th December was delivered in a personal capacity at a party political occasion, and that he had no ministerial responsibility for it.
